The Role of Workgroups

CPCA workgroups are formed to handle unanticipated, time-sensitive issues that warrant short-term management and resolution. Workgroups meet as determined by the Chair and staff; sometimes monthly or quarterly depending on the groups’ needs. Once resolved, the workgroup(s) are discontinued.

Climate Change Workgroup (reports to Legislative/Regulatory Committee)

  • Help CPCA members understand the impact of climate change on their health centers and communities.
  • Gather and disseminate information on clinical interventions and health center redesign options.
  • Work to eliminate health inequities experienced by our diverse patients and caused by climate change.
  • Meet with other climate change and health organizations to understand the field and forge partnerships.
  • Monitor climate change and health policy and legislation and make recommendations on these issues to the CPCA Legislative and Government Programs Committees.

Direct Payment Workgroup (reports to Legislative/Regulatory Committee)

  • Forum to work through the details with DHCS on how the distribution of the Supplemental Payment Pool (SPP) works and then monitor the progress of the SPP.
  • Inform the methodology and the structure of the Equity Redistribution structure and help to ensure as many Community Health Centers (CHCs) are participating as possible.
  • Prepare for the future of the SPP and strategize how to grow the SPP fund.

Licensing/OSHPD 3 Workgroup (reports to Legislative/Regulatory Committee)

  • Identify health center challenges related to licensure and Office of Statewide Health Planning & Development (OSHPD) building standards, including the application process and requirements, and solutions to mitigate such challenges.
  • Mitigation efforts may include seeking clarification and/or negotiating with the Department of Public Health (CDPH) and DHCAI, challenging existing requirements through the state’s regulation process, and when necessary, supporting legislation to change the law.

PPS Modernization Workgroup (reports to Legislative/Regulatory Committee)

Staff: Allie Budenz, Director of Population Health Management
Support Staff: Charlotte Labbe, Senior Administrative Coordinator

  • Comprised of members who are interested in constructing and participating in wrap cap demonstration.
  • Develop the wrap cap per member per month (PMPM) rate.
  • Strategize how to partner with health plans and the Dept. of Health Care Services (DHCS).
  • Prepare for the necessary internal practice transitions necessary to implement a model that removes the face-to-face visit requirement.
